yes, 100%. I play it with mods all of the time and they are what keep this game alive. Both the server and player must have the mods you want to use so you can't just go on random servers and use any mods you want. If you are going to run your own server then just upload those mods and you are good to go.
Yes will work. Quite decently as well, perhaps not 1080p maxed up, but it should do 1080p with medium setting and HDR off, at least as of nowhow the game will behave with 15 cars around you I don't know. However, the game still looks great with 1600x900 and 2xAA and your system will certainly handle that with a few cars on screen.

I put this up as I had setup issues and this is how I fixed mine and thought it might help some folks. FFB does seem to be a bit shoddy right now so maybe it's a driver issue with ACC. yea I tried setting it to 100. thrustmaster tx wheel btw. I'm guessing it's a driver issue as well. hopefully they fix it soon.
